PARAMETA, Founding Chair of the Stablecoin Alliance: 'Private-Sector-Led Technical Standards'
- CEO JH Kim, the first presenter at a National Assembly policy seminar, stressed the need for a 'trustworthiness verification framework'
- On-chain KYC payments demonstrated in the event's hands-on zone; the alliance, with Korean blockchain companies at its core, officially launched

[Seoul, December 5, 2025] JH Kim, CEO of Web3 Enabler PARAMETA (formerly ICONLOOP), took the podium as the first presenter at the "Policy Seminar on Securing Leadership in the Stablecoin Era," held on the 5th at the National Assembly Members' Office Building. Kim also became founding chair of the Stablecoin Alliance, an organization under the Korea Web3 Blockchain Association (KWBA) that was officially launched at the same event.
Hosted by National Assembly members Lee Un-ju and Min Byoung-dug, among others, and organized by KWBA and the Stablecoin Alliance, the seminar took place at 3 p.m. that day in Seminar Room 2 of the National Assembly Members' Office Building. Participants discussed both policy and technology directions for building a "Korean-style stablecoin ecosystem" that would give Korea's won-denominated stablecoins global competitiveness.
The experts who presented that day agreed that stablecoins must evolve beyond simple virtual assets into "trust-based financial infrastructure." "The core of a stablecoin is trustworthiness," Kim stressed. "A 'trustworthiness verification framework' that builds anti-money laundering (AML) and know-your-customer (KYC) functions into the network itself is essential."
Next, Jongseung Kim, CEO of xCrypton, suggested that true value emerges when stablecoins are connected with real-economy systems such as trade finance, logistics, and customs duty payments, on top of an architecture that integrates technology and regulation. Won Hee Cho, Managing Partner of DLG Law LLC, proposed forming a public-private "technical standards working group," arguing that beyond the introduction of stablecoins, issues that arise at the actual implementation stage, such as technical standards, should be reviewed as well. In the general discussion moderated by Professor Yong Jin Kim of Sogang University, panelists from regulatory authorities and industry discussed user protection safeguards and complementary measures to foster the industry.

In the on-chain KYC and stablecoin payment hands-on zone set up at the venue, PARAMETA demonstrated "on-chain KYC payments," which carry out customer verification on the blockchain, using ParaSta, its digital asset solution. It used smart contracts to block transactions between wallets that had not been verified, and also showcased technology that does not expose personal information alongside technology that connects multiple blockchains.
At the close of the event, the Stablecoin Alliance, with Korean blockchain companies at its core, was officially launched. The alliance is a private-sector-led cooperation platform for building a Korean-style stablecoin ecosystem.
